Executive Director - Carol W. Cecil

  • Carol W. Cecil has a master's degree in special education from Eastern Kentucky University and taught in a variety of settings for thirteen years. Over the past nineteen years, she has become an advocate for families that have children with emotional, behavioral and/or mental health challenges. She is currently the executive director for the Kentucky Partnership for Families and Children, Inc. (KPFC). Ms. Cecil and her husband are the proud parents of four children; their two older children were “handpicked” in 1990 from the Special Needs Adoption Program and her two younger were home-grown.

      Program Coordinator - Kate Tilton

      • Kate Tilton has a bachelor’s degree in Psychology from Northern Kentucky University and worked as an IMPACT Service Coordinator for eight and a half years in the Bluegrass Region. She has also been a trainer for Service Coordination 101 for the past three years and is a vocal advocate for Wraparound Philosophy and Values. Kate strongly believes that parents have the right to guide treatment for their children and that children with mental health challenges have a much greater chance of success when their parents are treated as equal partners and experts on their children. Kate currently lives with her husband and their two daughters on the side of a sixteen acre hill in Washington County .

      Substance Abuse Family Liaison - Janet Boughter

      • Janet Boughter- has a bachelor’s degree in Human Resource Management and is currently working on her master’s degree in Clinical Psychology. Janet served in the United State Army for 8 years (1989-1997) and has over 17 years of management experience. She is a step-parent and a nana. Janet’s husband and step-son are both bipolar and her step-son and step-daughter both have substance abuse issues, which is what brought her to KPFC. Janet currently serves as KPFC’s Substance Abuse Family Liaison and brings with her organizations skills and insight from a parents prospective.

      Family Support Study Project Coordinator - Barbara Greene

      • Barbara Greene is a parent, step-parent, and grandparent who works with parents of children with emotional and or behavioral challenges in the mountains of Kentucky. She is currently working with a group of volunteers who established a formalized support system for parents in her region which is called Creating Opportunities for Parents Everywhere (COPE house). Barb is in the process of raising her third generation of kids with mental health issues and speaks from first hand pain and healings of doing so. Barbara comes from a social justice background and brings the sense of succeeding against all odds. Her two most favorite sayings are, "If you ain't part of the solution, you are part of the problem" and “sometimes you just have to behave your way into thinking.” Ms. Greene is the Family Support Study Project Coordinator for Kentucky Partnership for Families and Children, Inc.

      Program Coordinator/Family-Driven Evaluation Coordinator - Bill Hobstetter

      • Bill Hobstetter spent eleven years as an Associate/Music Minister in Kentucky, Georgia, Ohio and Illinois. In 2001 he stepped aside from ministry to take on an even bigger challenge of stay at home dad when his youngest daughter was born with Down syndrome. Bill currently serves as KPFC’s Program Coordinator/Family-Driven Evaluation Coordinator. He received a Bachelor of Science degree from Kentucky Christian University and recently completed the Graduate Certificate program in Children’s Mental Health Systems of Care. Bill enjoys playing golf, guitar, rooting for the Reds and spending time with his family. Bill and his wife Lynne will celebrate their 18th anniversary in July and reside in Cincinnati Ohio with their two daughters, Michal and Audrey.

      Eastern Kentucky Early Childhood Family Liaison - Amanda Prater

        Amanda Prater has been a Licensed Practical Nurse for eleven years. She went back to school and obtained an Associate Degree as a Registered Nurse in May of 2008. Amanda is the parent of two children, a son and daughter. Her son, who was diagnosed with Autism at 2 ½ is now ten years old. Amanda works full time in Obstetrics at an Eastern Kentucky Hospital. She works part-time for KPFC as the Eastern Kentucky Early Childhood Family Liaison. Amanda has navigated the system striving to obtain care for her son for over seven years and wants to help other families in that same endeavor. Amanda, her husband Steve, and children live in Magoffin County, Kentucky.

      Office Support Staff - Mary Chicoine Smith

      • Attend to day-to-day functions of the office
      • Handles account payables/receivables
      • Manages office equipment and orders supplies as needed
      • Assists executive director in preparing the budget
      • Procures meeting space, lodging, catering, etc. for board meetings and oversees planning process
      • Takes minutes for all board meetings
      • Set up and maintain databases for office
      • Mail out annual survey to all members and tabulate and compile results of survey
      • Follow fiscal procedure in making purchases for organization

      Assistant Youth Council Coordinator - Carmilla Ratliff

      • Carmilla Ratliff is a graduate of Kentucky Partnership for Families and Children, Inc. (KPFC) statewide Youth Council. After her graduation from the Youth Council, KPFC hired Ms. Ratliff to assist with youth council events, trainings, and sharing the youth voice. Carmilla has dedicated her life to making a difference for other youth with mental health disabilities. She and her husband Tim live in Ashland, Kentucky.
